RECOMMENDATION:
Recommendation Concerning Contract Award for Vesta 9-1-1 Upgrade and Maintenance - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to execute the Agreement between Escambia County, Florida, and Motorola Solutions, Inc., per the terms and conditions of  PD 18-19.043, VESTA 9-1-1 Upgrade and Maintenance, for a total of $1,265,430.02.

AGREEMENT TO BE DISTRIBUTED UNDER SEPARATE COVER

BACKGROUND:
The County’s 9-1-1 system was last upgraded in September of 2014, and will reach the end of warranty and expected lifecycle in September 2019. 

Emergency Communications has received a reimbursement Grant of $674,537, to upgrade the Vesta geo-diverse cores and ancillary equipment for "Side A", housed at the Escambia County Emergency Communications Center and "Side B", housed at the Escambia County Sheriff’s Office. The Pensacola Police Department (remote Primary PSAP) will be upgraded simultaneously using $155,497 of 9-1-1 reserve funds. 

An upgrade of the current Vesta system is the lowest cost option utilizing current software license.

The upgrade includes:
• Equipment hardware & software
• Installation & management services
• Admin & User training
• MIS 
• 1st year maintenance

*** Maintenance for years 2-5 will be supported by 9-1-1 funds disbursed monthly by the State 9-1-1 Board. 

The Request for Proposals was publicly noticed on April 20, 2019, to 42 firms. Responses were received from three firms on May 29, 2019. The Selection/Negotiation Committee met on June 11, 2019, to review the three responses. The Committee reviewed the three responses and determined it would be in the best interest of Escambia County to enter into negotiations with Motorola Solutions, Inc. The original fee proposal from Motorola Solutions, Inc., met the requirements and budget of the Grant for installation, The fees for maintenance were negotiated from $769,072.09 to $503,466.92, for a total of $1,265,430.02.

This Recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 45 Finance, Article II Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Contract and Purchase Order.
