RECOMMENDATION:
Recommendation Concerning the Second Amendment to the South Central Planning and Development Commission Software License and Service Agreement - Tonya Ellis - Interim Director Mass Transit

That the Board take the following action concerning the Second Amendment to the Software License and Service Agreement with the South Central Planning and Development Commission:

A. Approve the Amendment to the Software License and Service Agreement with the South Central Planning and Development Commission (SCPDC), for the addition of the "Escambia County Area Transit Mobile App" and the "Fleet Maintenance Module" for a fee of $30 per vehicle/per month upon the go-live date with a minimum of 50 vehicles per month (Annual cost of $18,000). Services and Support (Support hotline, updates, maintenance, initial analysis, and configuration) related to the Mobile App and Module will be provided at no cost. The Mobile App will replace the existing App currently provided through a license with DoubleMap;

B. Authorize the issuance of a Purchase Order, in the amount of $18,000, to South Central Planning and Development Commission for the MyGovernmentOnline  (MGO) Transit Mobile App, and Fleet Maintenance Module;

C. Authorize the County Administrator to execute all documents related to the acceptance of the Amendment to Software License and Service Agreement with SCPDC for the MGO app and maintenance module; and

D. Authorize sending DoubleMap a notice terminating all services to coincide with the start of the MGO App. Escambia County Area Transit Authority is currently on a month-to-month Agreement.

BACKGROUND:
Double Map is a suite of transit-related modules - one of those modules is the Transit App - Find My Bus Application. After numerous attemps to resolve the issues with Double Map, the modules have not met expectations with overall support and functionality. The Mobile App module is the customer app which notifies them of where the bus is located on the route.

In February, Mass Transit began coordinating with the IT Department for a short-term alternative to Double Map, to mitigate or prevent interruption in the customer bus locator app. An alternative has been found in the Mobile App module for My Government Online. My Government Online is currently being used by Building Inspections Permitting, Development Services, and Code Enforcement as their line of business software. My Government Online is developed and maintained by the South Central Planning and Development Commission (SCPDC). The SCPDC is a government organization, which only requires a signed Agreement to setup a partnership. The Board approved the original Agreement at the Regular Board of County Commissioners meeting on May 5, 2017, and the First Amendment on March 21, 2019.

The Double Map Contract included other modules such as the automatic passenger counter and annunciator, which MGO does not currently offer. Mass Transit intends on soliciting the remaining modules in an RFP within the next financial year, dependent on Grant funding.
BUDGETARY IMPACT:
Budget for this Purchase Order is in Fund 104, Mass Transit Fund, 211210, Mass Transit Operations.
 
LEGAL CONSIDERATIONS/SIGN-OFF:
Senior Assistant County Attorney, Kristin D. Hual, reviewed and approved the Amendment.
PERSONNEL:
No additional personnel are required.
POLICY/REQUIREMENT FOR BOARD ACTION:
This Recommendation is in compliance with the provision of the Code of Ordinances of Escambia County, Florida Chapter 46 Article II, Division 3,Section 81, Purchasing and Contracts.
IMPLEMENTATION/COORDINATION:
The Information Technology Department will coordinate efforts on behalf of the County.
