RECOMMENDATION:
Recommendation Concerning the Fourth Extension to Fiscal Year 2017-2018 Agreement between the Board of County Commissioners and District 1 Medical Examiner Andrea Minyard, M.D., for Medical Examiner Services for Escambia County, Florida - Stephan Hall, Budget Manager

That the Board take the following action concerning the Fiscal Year 2017-2018 Agreement between the Board of County Commissioners and District 1 Medical Examiner Andrea Minyard, M.D., for Medical Examiner Services for Escambia County, Florida:

A. Approve a fourth extension to the Fiscal Year 2017-2018 Agreement from July 1, 2019, to September 30, 2019, to allow the County the opportunity for compensation of Medical Examiner Services; and

B. Authorize the issuance of a third Change Order to Purchase Order 190726, in the amount of $199,403, to be used for Medical Examiner Services through the end of Fiscal Year 2019, to be paid from the General Fund (001), Cost Center 410201.
BACKGROUND:
At its meeting on October 4, 2018, the Board approved an extension to the Fiscal Year 2017/2018 Medical Examiner's Agreement, in the amount of $132,936, for a 60-day period to maintain continuity of Medical Examiner Services performing autopsies and certain related investigations.

At its meeting on November 1, 2018, the Board approved a second 60-day extension to the Fiscal Year 2017/2018 Medical Examiner's Agreement, in the amount of $132,936, for a 60-day period to maintain continuity of Medical Examiner Services performing autopsies and certain related investigations.

At its meeting on February 14, 2019, the Board heard an update from County Attorney Rogers relating to the situation with the District's Medical Examiner and the process by which a new Medical Examiner will be appointed.

At its meeting on March 7, 2019, the Board approved a third roughly 150-day extension to the Fiscal Year 2017/2018 Medical Examiner's Agreement, in the amount of $332,339, through June 30, 2019, to maintain continuity of Medical Examiner Services performing autopsies and certain related investigations.

Currently, services have been provided and a June invoice has been submitted for payment. The current Purchase Order does not have enough funds to cover the invoice. The fourth extension will fund Medical Examiner services through the remainder of Fiscal Year 2018-2019.
BUDGETARY IMPACT:
Funds are available in the Fiscal Year 2018-2019 General Fund (001) Budget.
