RECOMMENDATION:
Recommendation Concerning the Contract Award for Design Services for South Dog Track Project - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County and Fabre Engineering, Inc. d/b/a Fabre Engineering & Surveying, per the terms and conditions of PD 18-19.031, Design Services for South Dog Track Project, in the amount of $66,018 for Concept Design, $9,000 for optional/allowance for surveying as needed, and the remainder of $124,982 for optional/allowance for complete design, for a lump sum amount of $200,000.

BACKGROUND:
Fabre Engineering, Inc. d/b/a Fabre Engineering & Surveying, will conceptually plan and design the South Dog Track Drainage Project for Escambia County, Florida, in accordance with the Direct Component under the RESTORE Act, and in compliance with the RESTORE Act, Treasury regulations, and all applicable rules and laws. The South Dog Track Drainage Project is a planning assistance activity which will conceptually plan and design improved drainage within the Bayou Grande Drainage Basin. New incidences of flooding are now occurring in areas that had no previous flooding problems.

The project area forms the north branch of the main freshwater tributary to Bayou Grande. Escambia County has received numerous reports in recent years of significant flooding within this area. The purpose of the project is to address drainage concerns within the project area while improving water quality, insuring stream bank stability, enhancing benthic/wetland
wildlife habitat, and providing improved riparian buffers where possible. Project shall first conduct study of project area to determine most feasible means of achieving project goals. Project design shall be based on finding of initial study.

The Request for Letters of Interest were publicly noticed on February 25, 2019. 

The Selection/Negotiation Committee ranked the responding firms in the following order:
  1. Fabre Engineering, Inc. d/b/a Fabre Engineering & Surveying; and
  2. Tetra Tech, Inc.
Three negotiation meetings were held resulting in the Final and Best Offer being established on June 25, 2019, in the amount of $66,018 for Concept Design, $9,000 for optional/allowance for surveying as needed, and the remainer of $124,982 for optional/allowance for complete design, for a lump sum amount of $200,000.

POLICY/REQUIREMENT FOR BOARD ACTION:
This Recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts, and Florida Statute 287.055, Competitive Consultants Negotiation Act.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney Standard Form of Contract, Form G, Consulting Services for Stand-Alone Projects.
