RECOMMENDATION:
Recommendation Concerning the U.S. Department of Housing and Urban Development Environmental Review for Continuum of Care Programs - Tonya Green, Neighborhood & Human Services Department Director

That the Board take the following action concerning the U.S. Department of Housing and Urban Development (HUD) Environmental Reviews for Continuum of Care Programs:

A. Authorize the County to be the responsible entity for select HUD Environmental Reviews for Continuum of Care Programs;

B. Authorize the Neighborhood Enterprise Division to complete these reviews; and

C. Authorize the County Administrator to sign the HUD review documents.
BACKGROUND:
HUD requires local homeless Continuum of Care (COC) programs to undertake National Environmental Policy Act (NEPA) reviews for its projects. The only agencies that can serve as responsible entities under 24 CFR Part 58 are either the local government or HUD. The environmental reviews must be performed before any funds can be expended on a HUD project. The local COC and HUD inquired as to whether the County can undertake these reviews again this year for Fiscal Year (FY) 2018 projects. Last year the County served as responsible entity for four projects receiving COC funds. The BCC approved Neighborhood Enterprise performing the FY 2017 reviews last year on 6/21/18. These reviews are good for multiple years provided that there is not a change in the scope of the project. 

This Recommendation will cover Project90 Pensacola, a new project for 2019, which will entail tenant based rental assistance for chronically homeless clients, supportive services, and some office leasing costs for the agency. COC funding does not come to the County, but comes directly to the homeless agencies from HUD. The form to be signed by the County Administrator is provided.
BUDGETARY IMPACT:
N/A. The Continuum of Care funding does not come through the County, but is directly granted to COC agencies. 
LEGAL CONSIDERATIONS/SIGN-OFF:
N/A
PERSONNEL:
Neighborhood Enterprise Division (NED) staff has completed the environmental review for this project.
POLICY/REQUIREMENT FOR BOARD ACTION:
Board authorization is required for the County Administrator to sign off on the Environmental Review record for this COC project as prepared by NED staff.
IMPLEMENTATION/COORDINATION:
If approved by the Board, NED will coordinate with 90Works and Opening Doors Northwest Florida to finalize the environmental review and subsequent submission to HUD.
