BACKGROUND:

In regular session on July 19, 2018, the Board approved the Agreement between Escambia County and Rebol-Battle & Associates, LLC (RBA), per the terms and conditions of PD 17-18.042, South Chemstrand Road Sidewalks for a lump sum amount of $98,842.84.

There is an existing stormwater system along a portion of South Chemstrand Road that is maintained by the County. Prior to the project, area drainage issues had been addressed through the maintenance work order system. During the planning stages of the design of the proposed sidewalks for the project, a flooding questionnaire was sent to all residents within 500’ of the road. Questionnaire responses prompted a community meeting that was held on March 11, 2019 to discuss flooding issues. Following the community meeting, the Commissioner directed staff to meet individually with residents at their properties and to address their concerns as a part of the project. After observing the conditions at the various properties in the project area, staff requested a proposal from RBA to incorporate an enhanced drainage analysis and design into the project.

Per the proposal, RBA will provide an analysis of South Chemstrand Road from Beland Road and Nine Mile Road, west to CSX Railroad, and east to Kaylyn pond (see attached map). The proposal will require additional design efforts for the project that will include, but not be limited to, topographic survey (including SUE data), utility coordination and permitting, and a design for an upgraded drainage system throughout the expanded project area. This proposal also includes efforts to assist the County in acquiring necessary drainage easements that will allow storm water runoff to be better managed to reduce flooding. The cost for these additional services will be $81,331.82, resulting in a new contract amount of $180,174.67.

Funds are available in Fund 353, LOST IV, Cost Center 210106, Object Code 56301, Project #18EN0303.

This recommendation is in compliance with the provisions of the Code of Ordinances of Escambia County, Florida, Chapter 46, Finance, Article II, Purchasing and Contracts.

Upon approval of this recommendation, a Change Order will be transmitted to the Office of Purchasing for processing.
