RECOMMENDATION:
Recommendation Concerning Traffic Restrictions - Truck Prohibitions on County Road 489 (Stefani Road) & West Ten Mile Road - Joy Jones, P.E., Engineering Department Director

That the Board take the following action concerning Traffic Restrictions - Truck Prohibition on Stefani Road:

A. Adopt a Resolution establishing a vehicle weight restriction on County Road (CR) 489 (Stefani Road) from West Nine Mile Road to CR 297 (West Roberts Road), and West Ten Mile Road from SR 95 (US Highway 29) to Stefani Road - no trucks in excess of 10,500 pounds gross vehicle weight allowed, except trucks servicing or having business within the described area; and

B. Authorize the Chairman to sign the Resolution.

This portion of roadway is located in Commission District 5.

BACKGROUND:
The Board is authorized under Sections 316.006 (3) (a,b); 316.008 (1) (m,n) and 316.555 of the Florida Statutes (2004) to establish regulations on County roadways and streets.

Chapter 94, Article 1, Section 94-1 of the Escambia County Code of Ordinances authorizes the County Engineer to place limits on the size and/or class of vehicles on County roadways and streets. This authorization requires the County Engineer to file for Board ratification by Resolution, quarterly, a list of all limitation orders established under this section.

Following requests from area residents, and a request to install truck prohibitions on County Road (CR) 489 (Stefani Road) and West Ten Mile Road from a resident who attended the recent Commissioner District 5 Town Hall Meeting at the Escambia County Extension Services, held on May 14, 2019, staff evaluated the two locations and determined this request to be necessary and reasonable for public safety and convenience based on the intersection geometrics, restrictive width of roadway, condition of travel surface, and potential shoulder hazards.
BUDGETARY IMPACT:
Funds are budgeted in Fund 175, Transportation Trust Fund, Cost Center 211201, Account Code 53401, for sign installations.
LEGAL CONSIDERATIONS/SIGN-OFF:
Kristin Hual, Senior Assistant County Attorney, has reviewed and approved the Resolution as to form and legal sufficiency.
PERSONNEL:
No additional personnel is required.
POLICY/REQUIREMENT FOR BOARD ACTION:

IMPLEMENTATION/COORDINATION:
Upon Board approval, a copy of the Resolution will be forwarded to the Sheriff's Department.
