RECOMMENDATION:

Recommendation Concerning State Legislature Appropriations Request for the Countywide Bridge Program - Joy Jones, P.E., Engineering Department Director

That the Board take the following action concerning the State Legislature Appropriations Request for the Countywide Bridge Program:

A. Authorize staff to submit an appropriations request for both the State Senate and House of Representatives for the Countywide Bridge Program; and

B. Authorize the Acting County Administrator, or designee to sign the appropriation forms and any other documents related to the request for funds, subject to Legal review and sign-off, if applicable, and without further action of the Board.

BACKGROUND:

Of Escambia County's 150 bridges, 56 are fifty years old or older. Most of these old bridges are wood pile or wood stringer construction, functionally obsolete, with diminished load capacity and nearing or past the end of their useful lives. Bridge closures and reductions in load limits cause economic hardship, reduce life safety response times, and require costly rehabilitation with increasing frequency to remain open. These costly rehabilitation projects only prolong the need for replacement by a few years. Providing additional funding now to replace as many of the county's oldest bridges with steel or concrete span bridges with a 75+ year life expectancy will increase safety for motorists and pedestrians and will ensure that vital transportation routes will continue to serve Escambia County's residents without interruption.

We will submit 24 bridges to the House and Senate for consideration.

We will apply for 100% funding.
