RECOMMENDATION:

Recommendation Concerning the Florida Recreational Trails Program 2019-2020 Application - Joy Jones, P.E., Engineering Department Director

That the Board take the following action concerning the Florida Recreational Trails Program 2019-2020 Application:

A. Authorize staff to submit an Application to request Grant funding for the Perdido Key Multi-Use Path; and

B. Authorize the Acting County Administrator or designee to sign the Application and any other documents related to the request for funds, subject to Legal review and sign-off, if applicable, and without further action of the Board.

This project is located in Commission District 2.

BACKGROUND:

While searching for additional funding for the east segment of the Perdido Key Multi-Use Path, staff found this grant funding opportunity. Escambia County Transportation & Traffic Operations (TTO) staff requests authorization to submit a project application for the Perdido Key Multi-Use Path, which falls within Commission District 2. $2.246M of Local Options Sales Tax (LOST) IV (2019) and $960K of RESTORE funds are allocated for construction of this project. Design of the project is approaching 60%, with Final Design (100%) expected in July. The preliminary cost estimate is $4.5M. If awarded the grant, the funds will be applied to the east segment (see attached map).

This grant requires a local match. Staff recommends matching 20% of the maximum $400,000 request, which will be $80,000.

BUDGETARY IMPACT:

Funds for this project are available in Fund 353, Local Option Sales Tax (LOST) IV, Cost Center 210106, Object Code 56301, $2,246,000.

LEGAL CONSIDERATIONS/SIGN-OFF:

Subject to Legal approval.

PERSONNEL:

No additional personnel will be required.

IMPLEMENTATION/COORDINATION:

Upon approval, TTO staff will prepare the grant application package and submit.
