RECOMMENDATION:
Recommendation Concerning an Amendment to the 2017 and 2018 HUD Annual Action Plans for the Community Development Block Grant Program - Tonya Green, Neighborhood & Human Services Department Director

That the Board take the following action concerning an Amendment to the 2017 and 2018 HUD Annual Action Plans Regarding the Community Development Block Grant Program:

A. Approve the Amendment to the 2017 Annual Action Plan Regarding the Community Development Block Grant (CDBG) Program creating a Tenant/Landlord Counseling public service activity, and reallocating $1,043 in funds from Fair Housing to the Tenant/Landlord activity; and

B. Approve the Amendment to the 2018 Annual Action Plan Regarding the Community Development Block Grant (CDBG) Program creating a Tenant/Landlord Counseling public service activity, and reallocating $39,000 in funds from Fair Housing to the Tenant/Landlord activity; and

C. Authorize the Acting County Administrator to sign the Amendment.

BACKGROUND:
During review of expenditures and outcomes reported by the Escambia-Pensacola Human Relations Commission under the 2017-18 CDBG Fair Housing Services agreement, the need for a tenant/landlord counseling public service was identified. A balance of $1303.78 is still available under the fair housing services activity in the 2017 CDBG grant, and the Board approved $48,750 for fair housing services in the 2018 CDBG grant (see Exhibit I for BCC approval of the 2017 and 2018 HUD Annual Plans).  This amendment will create the Tenant/Landlord Counseling public service activity and move a portion of the funds originally allocated for the Fair Housing activity to the Tenant/Landlord Counseling activity to reflect actual services provided.

The County may create new activities and move funding between proposed activities by amending the HUD 2017 and 2018 Annual Action Plans (Exhibit I), which requires a 30 day minimum public notice and approval by the Board. An advertisement announcing this Amendment was published on January 9, 2019 allowing for public comments through February 8, 2019, which meets the comment period requirements per HUD. No comments have been received to date. The amendment (Exhibit II) will be submitted to HUD upon approval by the Board.
BUDGETARY IMPACT:
This will allow for creation of a new public service activity and movement of funds between activities in the 2017 and 2018 CDBG Program.
LEGAL CONSIDERATIONS/SIGN-OFF:
No impact.

POLICY/REQUIREMENT FOR BOARD ACTION:
Any substantial changes to the HUD Annual Action Plan requires an opportunity for public comment and must be approved by the Board of County Commissioners.
