RECOMMENDATION:
Recommendation Concerning the 2018/2019 Community Development Block Grant Agreement with the Escambia-Pensacola Human Relations Commission - Tonya Green, Neighborhood & Human Services Department Director 

That the Board take the following action concerning the 2018/2019 Community Development Block Grant Agreement with the Escambia-Pensacola Human Relations Commission:

A. Approve the Community Development Block Grant Agreement with the Escambia-Pensacola Human Relations Commission (HRC), in the amount of $6,617, to provide for fair housing and landlord-tenant services through March 2019, subject to Legal review and signoff; and

B. Authorize the Chairman or Vice Chairman to execute the Agreement and related documents required to implement the program.

THE AGREEMENT WILL BE DISTRIBUTED UNDER SEPARATE COVER.

BACKGROUND:
Under Board direction to provide funding for the Escambia-Pensacola Human Relations Commission (HRC) through the second quarter, Community Development Block Grant (CDBG) funding in the amount of $6617 is being provided to supplement County general funds. The CDBG Agreement outlines the provision of both fair housing and landlord-tenant counseling services by HRC for low and moderate income persons. HRC will continue to administer the County's Fair Housing Ordinance to provide fair and equal access to housing for all persons. HRC activities are supportive of the Federal Fair Housing law and the State of Florida Fair Housing Act, both of which are directly applicable to all jurisdictions within the State. Additionally, landlord-tenant counseling services will also be implemented.

This Agreement is contingent on approval by the Board of amendment to the 2018 HUD Annual Action Plan to allow for landlord-tenant counseling as an expected CDBG public service activity and is being brought to the BCC under a separate recommendation.
BUDGETARY IMPACT:
The $6617 in CDBG Program funding through March 2019 is budgeted in Fund 129/CDBG, Cost Centers 370231 and 370232. $1303.78 remains available from 2017 CDBG funds for fair housing activities; $48,750 was originally approved in the 2018 HUD Annual Plan and budgeted in 2018 CDBG funds for fair housing activities. After the funds in this agreement are expended, $43,436.78 will remain available for fair housing/landlord-tenant activities. County general funds have also been provided to HRC.
LEGAL CONSIDERATIONS/SIGN-OFF:
The Agreement is being approved subject to legal review and signoff and will be submitted under separate cover.
PERSONNEL:
Staffing is provided by the HRC through this Agreement.
POLICY/REQUIREMENT FOR BOARD ACTION:
Formal CDBG Agreements are required by HUD for recipient agencies, which must be approved by the Board.
IMPLEMENTATION/COORDINATION:
Implementation will be handled by the Neighborhood Enterprise Division (NED) in coordination with the HRC.
