RECOMMENDATION:
Recommendation Concerning the Contract Award for Universal Access Plan for County Facilities and Parks Pensacola Beach and Perdido Key - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the Acting County Administrator to sign the Agreement between Escambia County and Baskerville-Donovan, Inc., per the terms and conditions of PD 17-18.061, Universal Access Plan for County Facilities and Parks Pensacola Beach and Perdido Key, for a lump sum amount of $300,000.

BACKGROUND:
Project Universal Access is one of ten projects selected by the Board of County Commissioners for inclusion in the 2016-17 RESTORE Direct Component (Pot 1) Multi-Year Implementation Plan (MYIP).  The intent of the project is to identify universal public access deficiencies on Pensacola Beach and Perdido Key, develop a universal access plan, and design priority projects identified in the plan.  Deficiencies will be identified through a survey of existing County facilities, parks, and infrastructure.  The evaluations and community stakeholder outreach targeting disabled citizens will be utilized to rank and recommend priority projects in the universal access plan.  Priority projects deemed feasible by the County and usable by community stakeholders will be designed to meet and exceed ADA Standards of Accessible Design, U.S. Access Board Recreational Guidelines, Florida Accessibility Code, and the Federal Highway Administration and Florida Department of Transportation Design Standards.

Requests for Letters of Interest, PD 17-18.061, Universal Access Plan for County Facilities and Parks Pensacola Beach and Perdido Key were publicly noticed on July 2, 2018 to sixty-seven firms.  Responses were received from two firms on July 31, 2018.  The Selection/Negotiation Committee ranked in the following order:
  1. Baskerville-Donovan, Inc.
  2. TOWNES + architects, P.A.
Actual Fees were negotiated with Baskerville-Donovan, Inc. as required by F.S. 287.055 on December 5, 2018 for an agreed upon amount of $300,000.

POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, FL,1999, Chapter 46, Finance, Article II Purchases and Contracts and Florida Statute 287.055, Competitive Consultants Negotiation Act.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard Form of Contract, Form G, Consulting Services for Stand-Alone Projects and Purchase Order.
