RECOMMENDATION:
Recommendation Concerning Acceptance of a Bureau of Justice Grant Award for Correctional Officer Bulletproof Vest Funding - William R. Powell, Director of Corrections

That the Board take the following action regarding the Bureau of Justice Assistance Grant Award for Correctional Officer Bulletproof Vest Funding:

A. Approve the acceptance of the Bureau of Justice Assistance Grant Award for Correctional Officer Bulletproof Vest Funding, totaling $7,769.55. This Award does require a 50% match that will be paid from existing department funds. The funding will be utilized to purchase approximately 30 bulletproof vests for the Transportation Unit of the Corrections Department, thereby providing potentially lifesaving vests to those officers required to provide transportation escort services to inmates for attendance at required appointments, court activities and facility transfers; and

B. Authorize the Corrections Department to electronically submit reimbursement requests on behalf of the Board through the Bureau of Justice Assistance Grant portal.

BACKGROUND:
The Bulletproof Vest Partnership (BVP) was created by the Bulletproof Vest Partnership Grant Act of 1998 which is a unique U.S.. Department of Justice initiative designed to provide a cortical resource to state and local law enforcement, which includes correctional officers.  This program provides 50% funding for the purchase of bulletproof vests for correctional officers.  This grant award totaling $7,769.55 along with the matching funds provided by the department will purchase approximately 30 vests that will be available to the transportation unit and any additional correctional officer that may be utilized to backfill the unit in providing transportation escort services for inmates to attend critical/required appointments or for facility transfers.  The required match will come from already approved and existing department funds.
BUDGETARY IMPACT:
The grant funds are designed as a cost reimbursement program to the Escambia County Corrections Department with a direct 50% match being required.  The match has already been identified from within existing Department budgeted funds from General Fund, Fund 001, Cost Center 290401.  No additional funds are being requested from the Board.

POLICY/REQUIREMENT FOR BOARD ACTION:
Board of County Commissioners' Policies require grant applications with match requirements to be approved by the Board.  In the original recommendation regarding application brought before the Board on May 3, 2018, it was stated that any award would be brought before the Board for acceptance.
IMPLEMENTATION/COORDINATION:
Upon approval, the Department of Corrections will coordinate the purchase of the vests from approved vendors along with the reimbursement request process through the Bureau of Justice Assistance grant portal.
