RECOMMENDATION:

Recommendation Concerning Authorization to Terminate the Case Management Software Agreement, PD 16-17.025 - William R. Powell, Director of Corrections

That the Board take the following action concerning the Case Management Software Agreement between Escambia County and Spirit Solutions, Inc., PD 16-17.025:

A. Authorize the termination of PD 16-17.025;

B. Authorize the Acting County Administrator to sign the notice of termination; and

C. Authorize the County Attorney's Office to pursue any available Legal remedies.

BACKGROUND:

On February 13, 2017, the County issued a Request for Proposals (PD 16-17.025) seeking a contractor to provide a case management software program for the Escambia County Department of Corrections' Community Corrections Division. On July 18, 2017 the Escambia County Board of County Commissioners approved the award of PD 16-17.025 to Spirit Solutions, Inc. The contract had an effective date of September 7, 2017 with full delivery of system projected to occur within 190 days of contract award. As of the date of this recommendation, a working system has yet to be provided to the department.

The County Attorney's Office will prepare or approve all documents prior to execution by the County Administrator.

IMPLEMENTATION/COORDINATION:

Once authorized, the County Attorney's Office will draft and send the termination notice.
