RECOMMENDATION:
Recommendation Concerning a Speed Limit Reduction for Stefani Road, Cricket Ridge Drive, and Cricket Circle - Joy Jones, P.E., Engineering Department Director

That the Board take the following action concerning the filing of traffic restrictions - speed reduction - per the requirements of Ordinance Number 2003-26, which authorizes the County Engineer to place restrictions on the movement of traffic on County roadways and streets:    

A. Adopt the Resolution establishing the speed limit for the reduction in speed on Stefani Road from West Ten Mile Road to West Roberts Road, from 45 miles per hour to 40 miles per hour, and on Stefani Road from West Nine and One Half Mile Road to West Ten Mile Road, from 40 miles per hour to 35 miles per hour; 

B. Adopt the Resolution establishing the speed limit for the reduction in speed on Cricket Ridge Drive from East Kingsfield Road to East Kingsfield Road, from 30 miles per hour to 25 miles per hour, and on Cricket Circle from Cricket Ridge Drive to the south end of the roadway from 30 miles per hour to 25 miles per hour; and

C. Authorize the Chairman to sign the Resolutions.

These roads are located in Commission District 5.    
BACKGROUND:
There are many residences along Stefani Road. The majority of the homes are far enough off the road that there is room to turn around on the property and/or in the driveways, allowing motorists sufficient sight distance to safely drive onto Stefani Road rather than backing out. There are, however, residents who must back out of their driveways, which justifies the proposed speed reduction. 

Cricket Ridge Drive and Cricket Circle were evaluated by staff and it was concluded that a five mile per hour reduction in speed is appropriate based on the criteria of providing a uniform speed limit through a residential roadway network running between two collector roadways, and restrictive roadway widths combined with a prevalence for on-street parking and lack of pedestrian amenities within a residential area.

The Board is authorized under Sections 316.006(3)(a)(b), 316.008(1)(j) and 316.189(2)(a) of the Florida Statutes (2009) to establish regulation on the county roadways and streets. Volume 1, Chapter 94, Article I, Section 94-1 of the Escambia County Code of Ordinances (Ordinance No. 2003-26), authorizes the County Engineer to place restrictions on the movement of traffic on county roadways and streets. This authorization requires the County Engineer to file quarterly, for Board ratification by Resolution, a list of all limitation orders established under this section. After an investigation, the County Engineer considers a reduction of 5 miles per hour, in each case, as reasonable.

These roads are located in Commission District 5.
BUDGETARY IMPACT:
Funds are budgeted in Fund 175, Transportation Trust Fund, Cost Center 211201, Object Code 53401, for sign installations.
LEGAL CONSIDERATIONS/SIGN-OFF:
The resolutions have been reviewed and approved as to form and legal sufficiency by the County Attorney's Office.

IMPLEMENTATION/COORDINATION:
The appropriate speed limit signs have been installed at all locations. Upon BCC approval, a copy of the Resolutions will be forwarded to the Sheriff's Department.
