RECOMMENDATION:

Recommendation Concerning Pitney Bowes Digital Mailing System Lease Agreement, State of Florida, Term Contract No. 44102100-17-1 - William R. Powell, Director of Corrections

That the Board approve and authorize the Chairman to sign the Order Form required for the lease with Pitney Bowes, per State of Florida Contract No. 44102100-17-1, for the Pitney Bowes digital mailing system for the Escambia County Jail, for 60 months, at the monthly cost of $190.99.

BACKGROUND:

The most recent lease for the digital mailing system used at the Escambia County Jail expired on October 19, 2018. After a thorough review of the need for a digitial mailing system at the Escambia County Jail, it was determined that a change to equipment was warranted in order to process the outgoing mail in the most efficient and cost effective manner possible. If approved, this 60-month lease will provide a cost decrease of $242.01 per month. The monthly lease fee will decrease from $433/month down to $190.99/month.

BUDGETARY IMPACT:

Funds are available in Fund 111, Detention/Jail Commissary; Cost Center 290406, Detention/Jail Commissary.

LEGAL CONSIDERATIONS/SIGN-OFF:

Kristin Hual, Senior Assistant County Attorney, has approved the Order Form for legal sufficiency.

POLICY/REQUIREMENT FOR BOARD ACTION:

This recommendation is in compliance with the provisions of Section 46-139, Escambia County Code of Ordinances.

IMPLEMENTATION/COORDINATION:

Upon approval, the Escambia County Corrections Department will coordinate with the vendor regarding fulfillment of the order.
