RECOMMENDATION:
Recommendation Concerning the Florida Department of Transportation County Incentive Grant Program Application for State Road 297 (Pine Forest Road) Roadway Capacity Project - Joy Jones, P.E., Engineering Department Director

That the Board take the following action concerning the Florida Department of Transportation (FDOT) County Incentive Grant Program (CIGP) Application for the State Road (SR) 297 (Pine Forest Road) Roadway Capacity Project:

A. Authorize staff to submit an Application for CIGP Funds to FDOT to request Grant funding for the SR 297 (Pine Forest Road) Capacity Project from Interstate 10 (I-10) to SR 10 (Nine Mile Road); 

B. Authorize the Acting County Administrator or designee to sign the Application and any other documents related to the request for CIGP Funds, subject to Legal review and sign-off, if applicable, and without further action of the Board; and

C. Authorize the allocation, not to exceed $200,000, from Local Option Sales Tax (LOST) IV Transportation Fund, towards the Project Development and Environmental (PD&E) Phase of the project in the Fiscal Year designated by FDOT.  

This project is located in Commission District 3 and borders Commission Districts 1 and 5. 

[Funding:  Funding is programmed in Fund 353, LOST IV, Cost Center 210106, Object Code 56301, Project Number TBD. CIGP requires a 50/50 funding match. Staff recommends requesting CIGP funds for the PD&E phase totaling $400,000 ($200,000 local obligation). If awarded, and based upon the FDOT Fiscal Year that the project is programmed, FDOT and Escambia County would each fund $200,000 towards the project, by programming the local match to be allocated from the LOST IV Transportation Fund. If not awarded, funding will remain in LOST IV Transportation Fund]
 
BACKGROUND:
Escambia County Transportation & Traffic Operations (TTO) staff is requesting authorization to submit a project application for the State of Florida CIGP funds for the State Road (SR) 297 (Pine Forest Road) Roadway Capacity Project - from SR 8 (Interstate10) to SR 10 (Nine Mile Road). The project limits fall within Commission District 3, and borders Commission Districts 1 and 5. The project is listed in the Florida-Alabama Transportation Planning Organization (FL-AL TPO) 2040 Long Range Transportation Plan and is ranked #18 on the FL-AL TPO Non-Strategic Intermodal System (Non-SIS) Project Priorities List, and is also considered a top 3 Escambia County transportation improvement project. The project has the support of the County Commission, FL-AL TPO, the public in general, and other area businesses/stakeholders.

CIGP allows the Florida Department of Transportation (FDOT) to make grants to counties for the improvement of transportation facilities on the State Highway System (SHS). CIGP funds may be awarded for local transportation facilities off the SHS, but such projects would need to relieve traffic congestion on the SHS.

If a project off the SHS is selected for the FDOT 5-Year Work Program, Escambia County must then enter into a Joint Participation Agreement (JPA) with FDOT in the fiscal year that the project is funded. If the project selected is on the state system, FDOT will manage the project and no JPA will be required. This project falls on the SHS.

If authorized, staff will prepare the CIGP Application, obtain the Acting County Administrator's signature, and transmit all documentation to FDOT prior to the February 28, 2019, deadline.

The awarded CIGP projects are anticipated to be programmed within the upcoming FY21-25 FDOT Tentative Work Program.

If awarded, and based upon the FDOT Fiscal Year that the project is programmed, FDOT would fund $200,000 and Escambia County would fund $200,000 towards the project by programming the local match to be allocated from the LOST IV Transportation Fund. If not awarded, funding will remain in LOST IV Transportation Fund.
