RECOMMENDATION:
Recommendation Concerning the Locally Funded Agreement for State Road 10A (US 90) West Cervantes Street - Corridor Improvements Project (Project #443769-1-52-01) - Joy Jones, P.E., Engineering Department Director

That the Board take the following action concerning the Locally Funded Agreement between the State of Florida Department of Transportation and Escambia County, Florida, Project #443769-1-52-01, for State Road (SR) 10A (US 90) West Cervantes Street - Corridor Improvements Project:

A. Adopt and authorize the Chairman to sign the Resolution authorizing the Locally Funded Agreement (LFA); and

B. Approve and authorize the Chairman to sign the LFA between Escambia County, Florida, and the State of Florida Department of Transportation (FDOT) for SR 10A (US 90) West Cervantes Street - Corridor Improvements Project (Project #443769-1-52-01).

This project is located in Commission Districts 2 and 3.

BACKGROUND:
The Florida-Alabama Transportation Planning Organization (TPO) adopted the West Cervantes Street Corridor Management Plan (CMP) at its December 14, 2016, board meeting, with both the Escambia County Commission and City of Pensacola Council further supporting the CMP and directing staff from both agencies to coordinate on the implementation of both short-term and long-term corridor improvements.

The CMP details significant traffic and crash data collected from 2010 - 2015, which showed the annual average daily traffic (AADT) along the corridor averaged 17,250 vehicles in 2015, with 457 crashes during that period. Of the 457 crashes, 4 resulted in a fatality, 147 resulted in bodily injury, and 306 resulted in property damage only. Since the collection of the CMP data, numerous other crashes have occurred, with 1 resulting in a fatality as recently as January 5, 2018.  

FDOT has determined that, due to the safety concerns along the corridor, corridor safety improvements must be constructed. FDOT has identified funding in current Fiscal Year (FY) 2019 to design the safety improvements and approximately $6.7M to construct the improvements in FY 21; however, the construction estimate is $8.7M, and so the County and the City have agreed to split the $2M deficit to partner in the needed improvements.

The Board, at its September 20, 2018, regular meeting, approved $1M of Escambia County LOST IV Funds to serve as the County's contribution to the project.

Upon approval, staff will transmit the signed LFA to FDOT for execution, will deposit the funds for the project (once the LFA is executed), and will continue to coordinate with FDOT and the City of Pensacola.
