RECOMMENDATION:
Recommendation Concerning Updating the 2003 Joint Land Use Study (JLUS) - Jack R. Brown, County Administrator 

That the Board authorize the Chairman to sign a letter stating the County's interest in partnering with the Navy to conduct an update to the 2003 Joint Land Use Study (JLUS).
BACKGROUND:
On October 16, 2003 Escambia County accepted the 2003 JLUS presented by the Navy. That study was the result of a dedicated, collaborative planning effort between stakeholders, residents, Navy leaders, and local Officials to address the Naval Air Station’s changing mission. Citizen input was obtained throughout the development of that JLUS, with 17 public meetings, including Policy Committee and Technical Advisory Committee meetings. Along with the JLUS, the County adopted land use regulations detailed in the Airfield Installations Compatible Use Zone (AICUZ) study, most recently updated in 2010 and adopted by the BCC in 2016. Since 2003, the Navy has made changes in mission, installations, and aircraft. An updated JLUS will benefit the Navy's mission while protection the health, safety, and welfare of the surrounding area.

LEGAL CONSIDERATIONS/SIGN-OFF:
The Development Services staff will work with the County Attorney's Office and the United States Navy to bring back to the Board an updated Joint Land Use Study (JLUS).
PERSONNEL:
The Development Services staff is committed to working with the United States Navy to update the 2003 Joint Land Use Study (JLUS) and bring any changes back to the Board for approval.
POLICY/REQUIREMENT FOR BOARD ACTION:
This action by the Board will reaffirm its commitment to work with NAS Pensacola in addressing the encroachment issue.
IMPLEMENTATION/COORDINATION:
Once the 2003 Joint Land Use Study has been updated, the Development Services Department will represent it to the Board for approval.
