RECOMMENDATION:
Recommendation Concerning the RESTORE Direct Component (Pot 1) Second Planning Grant Application - J. Taylor "Chips" Kirschenfeld, Director, Department of Natural Resources Management

That the Board take the following action concerning the RESTORE Direct Component (Pot 1) Second Planning Grant Application:

A. Approve the RESTORE Direct Component Second Planning Grant Application; and

B. Authorize staff to submit the Second Planning Grant Application to the U.S. Department of Treasury.
BACKGROUND:
At the November 17, 2015 Board Meeting, the Board accepted the U.S. Department of Treasury Notice of Award for the First Planning Grant for planning assistance and development of the RESTORE Direct Component (Pot 1) Multi-Year Implementation Plan. The First Planning Grant funded the development of the 2016-17 Escambia County Multi-Year Implementation Plan which was approved by Treasury on October 20, 2017. Closeout of the First Planning Grant is expected to occur in January 2018.
 
Future projects and amendments to the County’s Multi-Year Implementation Plan will require a Second Planning Grant to fund the operational costs of administering and developing the projects and amendments. The period of the Second Planning Grant will be 2018 to 2022, and it will include multiple amendments to the Multi-Year Implementation Plan. Development and implementation of the Plan will occur internally with existing County staff.
BUDGETARY IMPACT:
If this Second Planning Grant Application is approved by the U.S. Department of Treasury and the Board of County Commissioners, funding will be allocated from the Escambia County RESTORE Direct Component Fund (Fund 118) in the amount of $452,383.00 for the 5-year period of the Grant.
LEGAL CONSIDERATIONS/SIGN-OFF:
When the Second Planning Grant Agreement is received from Treasury, it will be reviewed and approved by the County Attorney’s Office before it is brought to the BCC for consideration and approval.
PERSONNEL:
No additional impact on personnel associated with this recommendation.

IMPLEMENTATION/COORDINATION:
Department of Natural Resources Management staff will coordinate with U.S. Department of Treasury to implement the Planning Grant.
