RECOMMENDATION:
Recommendation Concerning Flexible Benefits Plan Administrative Services - Eric Kleinert, Human Resources Department Director

That the Board take the following action concerning the Flexible Benefits Program:
 
A. Approve Amendment Number 2017-01 to Escambia County Board of County Commissioners Flexible Spending Plan to implement sub-paragraph 4.4 for all newly-hired employees or qualified events after approval of this Board action.  The Opt-Out Program will be made available to all employees during open enrollment.  Employees that receive this benefit must provide proof of insurance at enrollment and at each open enrollment period.  Employees that are Medicare eligible or have Tricare coverage are not eligible for this benefit; and
 
B. Authorize the County Administrator to sign the Amendment.

BACKGROUND:
On June 2, 2017, the Board approved the Flexible Spending Plan Document. In sub-paragraph 4.4, it provided the opportunity for employees that do not enroll in the County’s health plan to receive up to $10,000 worth of additional life insurance, $12.98 reduced premium for dental insurance and $100 per calendar month for opting out of the health care.  By changing the Plan Document, it provides the Board the capability to adjust the amount by a Board action instead of changing the Plan Document every time they want to increase or decrease the amount. Employees that are eligible for Medicare or Tricare will not receive the benefit. 
 
BUDGETARY IMPACT:
 The budgetary impact will be determined by the number of eligible employees who enroll in the opt out provision.

                      

     

LEGAL CONSIDERATIONS/SIGN-OFF:
 The County Attorney’s Office has reviewed the Plan Document and deemed it legally sufficient.

IMPLEMENTATION/COORDINATION:
The Human Resources Department will notify the other appointing authorities of the program once approved. The Human Resources Department will also coordinate with the Lockard and Williams Insurance Company to ensure the plan document is updated.
