RECOMMENDATION:

Recommendation Concerning the 2016-2017 RESTORE Direct Component (Pot 1) Multi-Year Implementation Plan - J. Taylor "Chips" Kirschenfeld, Director, Department of Natural Resources Management

That the Board take the following action concerning the RESTORE Direct Component (Pot 1) Multi-Year Implementation Plan:

A. Approve the Final 2016-2017 RESTORE Act Multi-Year Implementation Plan; and

B. Authorize staff to submit the RESTORE Act Multi-Year Implementation Plan to the U.S. Department of Treasury.

BACKGROUND:

At the May 25, 2017 Regular Board Meeting, the Board approved the Draft Multi-Year Implementation Plan, authorized staff to conduct the required 45-day public comment period and incorporate meaningful public comments into the Plan, and authorized staff to submit the Multi-Year Implementation Plan to the U.S. Department of Treasury.

During the public comment period from June 5, 2017 to July 19, 2017, 349 public comments were received. Comments are summarized and addressed in the Final 2016-2017 Multi-Year Implementation Plan Public Comment Summary Report. Final approval of the Multi-Year Implementation Plan that incorporates public comments is required by the U.S. Department of Treasury.

No legal consideration associated with this recommendation.

PERSONNEL:

No additional impact on personnel associated with this recommendation.

POLICY/REQUIREMENT FOR BOARD ACTION:

Based on Board action of May 25, 2017 and requirements of the U.S. Department of Treasure relating to RESTORE funds.

IMPLEMENTATION/COORDINATION:

Department of Natural Resources Management staff will coordinate with U.S. Department of Treasury to implement the Multi-Year Implementation Plan.
