Recommendation Concerning Reauthorization to Waive Library Fines for Patrons that Donate Blood at Blood Drives Held at the West Florida Public Libraries - Todd Humble, Library Services Department Director

That the Board reauthorize the waiving of library fines up to $50 for each participating patron of the West Florida Public Libraries in exchange for the cardholder donating blood, or making a good-faith effort to donate, at blood drives held at the West Florida Public Libraries.

BACKGROUND:

On August 28, 2017, the Library Board of Governance of voted unanimously to reauthorize the incentive for library patrons to donate blood and receive in exchange a waiving of library fines. The Library Board has approved offering this incentive in conjunction with blood drives held once a year at each Library Branch. Oneblood.org will hold a blood drive at a different Library location every two months, rotating to each of the Library Branches throughout Escambia County.

BUDGETARY IMPACT:

Up to $50.00 in fines will be waived in exchange for a West Florida Public Libraries cardholder donating blood (or making a good-faith effort to donate, but being turned away by Oneblood.org). This offer would only apply to fines, not replacement charges for lost materials. If a patron wishes to donate their credit to another individual or family member we will honor this request. However, patrons will not be allowed to accumulate credit on their account. Over the past year that West Florida Public Libraries administered this incentive, Oneblood.org collected 74 units of blood that otherwise might not have been donated. WFPL forgave $852.40 in fines and distributed 42 special edition Blood Donation library cards.
