RECOMMENDATION:
Recommendation Concerning Contract Award for 2016-2017 Group Resurfacing - Paul Nobles, Office of Purchasing, Purchasing Manager

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and Roads, Inc. of NWF, per the terms and conditions of PD 16-17.065, 2016-2017 Group Resurfacing, in the amount of $2,500,867.74.

BACKGROUND:
The legal advertisement for this "Invitation to Bid" was advertised in the Pensacola News Journal on June 29, 2017 and July 6, 2017.  Twenty seven contractors were notified.  A Non-Mandatory Pre-Solicitation Conference was held on July 12, 2017.  Five firms were represented at that meeting.  Bids were received from four contractors on August 9, 2017.  Roads, Inc. of NWF is the lowest most responsive and responsible bidder.  This project consists of the resurfacing and/or reconstructing in portion or whole of Chicago Ave., Chicago Ct., Kari Ct., Scotts Pl., Franks Ct., Long Lake Dr., 58th Ave., 59th Ave., 60th Ave., Florence St., Margaretta Blvd., Kee Memorial Dr., 63rd Ave., Hernandez Ave., Montclair Rd., Medford Ave., Cranston Ave., Clifton Ave., Copper Ridge Dr., Copper Ridge Ct., Copper Ridge Pl., Copper Ridge Cir., Windmill Cir., Rock Hill Ct., Winterset Dr., 9 ½ Mile Rd., Ashland Ave., Greenhills Rd. and Heritage Lakes Ave.

All work associated with this recommendation was done in-house and no additional staff was required.
 
POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia
County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts.
 
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard Form of Contract Form
D: Road/Drainage and Purchase Order.
