Meeting in regular session on November 3, 2016, the Board awarded Contract PD 15-16.100 to Panhandle Grading and Paving, Inc. for the Detroit Boulevard Intersection Improvement Project, which consists of the reconstruction and widening of Detroit Boulevard from the SR 297 (Pine Forest Road) intersection east approximately 450'. In addition, this project includes the reconstruction and widening of the existing right turn lane on the northbound side of SR 297. In order to accommodate the proposed improvements, this project will also include some minor drainage work. The proposed improvements will be constructed within the existing Escambia County right-of-way along Detroit Boulevard and also within the Florida Department of Transportation (FDOT) right-of-way for SR 297.
Change Order #1, for $23,338.75, was pre-approved, for removal of unsuitable materials encountered during construction. The Engineer of Record (EOR) and the Geotechnical Engineer were consulted and a recommendation was prepared to address replacing the materials.
Change Order #2, for $16,526.63, was pre-approved for repair of damaged utilities, and for removal of corrugated metal pipe and buried concrete that was not shown on the plans. In addition a manhole was converted to a curb inlet to intercept offsite stormwater runoff entering the travelway on Detroit Boulevard. Staff coordinated with the EOR and the Emerald Coast Utilities Authority (ECUA) to prepare recommendations for the utility repair and manhole conversion. In addition, this change order corrects an error in Change Order #1 in the amount of $50.00.
This Change Order, #3, in the amount of $18,394.94, is to remove and replace an area of unsuitable materials located under the right turn lane extension on Detroit Boulevard. The EOR prepared a recommendation for replacing the materials.
Construction is expected to be completed in October 2017, pending weather.
