Recommendation Concerning a Change Order in Excess of $50,000 to Diamond Drugs, Inc. -Tammy Jarvis, Corrections Department Director 

That the Board approve and authorize the County Administrator to execute the following Change Order 1, in excess of $50,000, adding funding to provide for inmate related pharmaceuticals:

BACKGROUND:
The Escambia County Jail has experienced an increase in their average daily population over the course of the last several months.  The unanticipated increase in the number of offenders coupled with the poor health of a large portion of the serviced population has lead to an increase in the pharmaceutical expenditures.  During fiscal year 2016, the average number of monthly prescriptions filled was 2,472 and the average number of offenders on HIV medications monthly was 23.  The Escambia County Jail is currently averaging 2,504 prescriptions per month and 29 offenders on HIV medications monthly.  The overall increase in the number of prescriptions in addition to the increased monthly average of offenders on HIV treatments has made the requested funding necessary to continue to pay the vendor through the end of the fiscal year.
BUDGETARY IMPACT:
Funding is available in General Fund 001, Inmate Medical Cost Center 290402; Object Code 55201.

POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the provisions of the Code of Ordinances of Escambia County, Florida, Chapter 46, Finance, Article II, Purchase and Contracts.
IMPLEMENTATION/COORDINATION:
Upon approval of this recommendation, a change order will be submitted to the Office of Purchasing for processing.
