RECOMMENDATION:
Recommendation Concerning the State of Florida Department of Transportation Local Agency Program Agreement for the Dawson Road Over Pritchett Mill Bridge No. 484046 Project - Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action concerning the State of Florida Department of Transportation Local Agency Program (LAP) Agreement between the State of Florida Department of Transportation (FDOT) and Escambia County, Florida, for bridge replacement design costs for the bridge located at Dawson Road over Pritchett Mill Bridge No. 484046:

A. Approve the State of Florida Department of Transportation Local Agency Program Agreement between the State of Florida Department of Transportation (FDOT) and Escambia County, Florida, for the Dawson Road over Pritchett Mill Bridge No. 484046 Project; and

B. Adopt a Resolution authorizing the Chairman to sign the Local Agency Program Agreement.

BACKGROUND:
Escambia County (hereinafter referred to as the County) and the Florida Department of Transportation (hereinafter referred to as the Department) desire to enter into a Local Agency Program (LAP) Agreement regarding $487,500 for bridge replacement design for the bridge located at Dawson Road over Pritchett Mill Bridge No. 484046. 

The Board has authorized staff to submit this project to the Department for funding through the Transportation Alternatives Program since 2014. This year it was selected to be funded for the design phase. It is estimated that $650,000 will cover all of the design costs, the County's participation will be $162,500 (25%) and the Department's maximum participation will be $487,500 (75%). Design is expected to be completed in June 2019.

After design is completed and the plans have been accepted by the Department, the Department will initiate and facilitate acquisition of identified properties. Once acquisition is complete, the County would be able to submit a separate request to the Department for construction funding. The expected future replacement cost is estimated at $1,381,590 (County's 25% share would be $345,397.50). The County's share of funding is available in 2022, as shown on the LOST IV Bridge Program priorities list that is pending Board of County Commissioners' approval.
BUDGETARY IMPACT:
Design funds are available in Fund 352, "LOST III."

LOST IV Bridge Program construction funds are programmed for 2022 (County's 25% share) and a separate LAP will be presented to the BCC at that time. LOST IV funds are pending BCC approval.

The Department will reimburse the County $487,500 for expenses related to the design of this project. A supplemental budget amendment will be prepared by the Office of Management and Budget to recognize the funding for the LAP Agreement. The County will be responsible for the remaining cost of the design.
LEGAL CONSIDERATIONS/SIGN-OFF:
Kristin Hual, Assistant County Attorney, has reviewed and signed off on the Agreement and the Resolution.
PERSONNEL:
No new personnel will be required.

IMPLEMENTATION/COORDINATION:
County Public Works staff will coordinate with Department staff during procurement of design contracts.
