RECOMMENDATION:
Recommendation Concerning the Resolution Relating to the Deployment of Components of the Existing Pensacola Bay Bridge as Artificial Reef Material - J. Taylor "Chips" Kirschenfeld, Director, Department of Natural Resources Management

That the Board adopt and authorize the Chairman to sign the Resolution relating to the deployment of components of the existing Pensacola Bay Bridge as artificial reef material.
BACKGROUND:
On June 26, 2014, Escambia County Board of County Commissioners approved Resolution R2014-59 requesting Florida Department of Transportation (FDOT) incorporate deployment of the existing US Highway 98 "Pensacola Bay Bridge" demolition materials as artificial reefs within the scope of work, solicitation, and bid documents.
 
FDOT has awarded a contract to Skanska USA to replace the Pensacola Bay Bridge. Escambia County Marine Resources Division has established a permitted site within State Waters of the Gulf of Mexico. The proposed Resolution authorizes the Chairman and County Administrator or their designees to confer with the FDOT and propose a Memorandum of Agreement between the appropriate parties allowing Skanska to deploy components of the existing Pensacola Bay Bridge as artificial reef material within the boundaries of Escambia County's Escambia Southeast artificial reef site in the nearshore waters of the Gulf of Mexico.
BUDGETARY IMPACT:
No budgetary impact associated with the recommendation.
LEGAL CONSIDERATIONS/SIGN-OFF:
The Resolution was reviewed and approved as to form and legal sufficiency by Kristin Hual, Assistant County Attorney.
PERSONNEL:
No impact to personnel associated with the recommendation.
POLICY/REQUIREMENT FOR BOARD ACTION:
Board Policy Section I, A (6)
IMPLEMENTATION/COORDINATION:
The Clerk shall forward a copy of this Resolution to Commissioner Rob Williamson, Chair, Santa Rosa County Board of County Commissioners; Mike Dew, Secretary of Transportation, FDOT; Phillip Gainer, District Three Secretary, FDOT; Jack Harrison, Project Manager, FDOT; and Greg Fullington, Project Executive, Skanska USA Civil Southeast, Inc.

Department of Natural Resources Management's Marine Resources Division will oversee reefing projects to ensure compliance with required permits.
