RECOMMENDATION:
Recommendation Concerning Amendment #1 to the Interlocal Agreement with the Town of Century for State Housing Initiatives Partnership Housing Program Services - Tonya Gant, Neighborhood & Human Services Department Director

A. That the Board approve Amendment #1 to the Interlocal Agreement with the Town of Century, Florida, for State Housing Initiatives Partnership (SHIP) Housing Program Services to extend the term of the Agreement to January 9, 2018; and

B. Authorize the Chairman or Vice Chairman to execute the Agreement.

BACKGROUND:
The County received disaster State Housing Initiatives Partnership (SHIP) Program funding for housing repair and replacement as a result of the two tornados that hit the area in February 2016, with the Town of Century (Town) suffering major damage  from the February 15, 2016 tornado. The Board approved an interlocal Agreement with the Town on June 16, 2016 (Exhibit I) to provide for staffing assistance from the Town in order to take client applications, execute of documents related to income, asset, and insurance verifications, coordinate with outside agencies as needed, facilitate correspondence and paperwork with the State Division of Historic Resources, prepare loan closing paperwork and other pre-construction documents, monitor construction progress, assist the County with Century residents in the unincorporated area, and implement other program requirements as needed.

The Agreement is set to expire March 9, 2016. Since SHIP disaster recovery is still ongoing in the Century area, this Amendment (Exhibit II) will extend the interlocal through January 9, 2018 in order to provide continued assistance throughout the closeout of SHIP tornado related projects in the Century area. No additional funds are being added to this contract.
BUDGETARY IMPACT:
Funds for the original Agreement and Amendment are available in Fund 120/2016 SHIP, Cost Center 370202. No additional funds are being provided through this Amendment.
LEGAL CONSIDERATIONS/SIGN-OFF:
The Amendment has been reviewed and approved by Kristin Hual, Assistant County Attorney.
PERSONNEL:
Not applicable to this recommendation.
POLICY/REQUIREMENT FOR BOARD ACTION:
Board approval is necessary for Amendment to the original Agreement.
IMPLEMENTATION/COORDINATION:
The Neighborhood Enterprise Division will work collaboratively with the Town of Century's consultant to ensure collection of required SHIP program documents through program closeout.
