RECOMMENDATION:
Recommendation Concerning the Transportation Regional Incentive Program Application for the State Road 297 (Pine Forest Road) Roadway Widening Project - Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action concerning the Transportation Regional Incentive Program (TRIP) Application for the State Road (SR) 297 (Pine Forest Road) Roadway Widening Project:

A. Authorize staff to submit an Application for TRIP funds to the Florida Department of Transportation (FDOT) to request grant funding for the Project Development & Environmental (PD&E) Major Update for the SR 297 (Pine Forest Road) Roadway Widening Project; and

B. Authorize the Chairman to sign the Application and any other documents related to the request for TRIP funds, subject to Legal review and sign-off, without further action of the Board, if applicable.

[Funding:  If FDOT accepts the TRIP Application for future TRIP funding, and due to the 50% local match requirement per TRIP, the County would be liable to contribute 50% of the total PD&E Major Update cost.  The approximate PD&E Major Update cost estimate is $350,000, which puts the County funding obligation at approximately $175,000.  The funding for approved TRIP projects is expected to be available in FDOT Fiscal Year 22.

Local Option Sales Tax IV funding will be used for the County's funding source.]
BACKGROUND:
TRIP was created to improve regionally significant transportation facilities in "regional transportation areas".  State funds are available throughout Florida to provide incentives for local governments and the private sector to help pay for critically needed projects that benefit regional travel and commerce. FDOT will pay up to 50% of project costs for public transportation facility projects which are selected for funding. Projects must "serve national, statewide, or regional functions and function as part of an integrated regional transportation system." TRIP Applications are due to FDOT by April 3, 2017.

The project intends to widen the roadway from the existing 3-lane cross section to a 4-lane cross section between the project limits of I-10 to Nine Mile Road (approximately 0.84 miles). The project limits fall within Commission District 3; however, Commission District 1 abuts I-10 to the south, and Commission District 5 abuts Nine Mile Road to the north.

The Florida-Alabama Transportation Planning Organization Long Range Transportation Plan - Cost Feasible Plan calls for the entire project (from PD&E through construction) to occur between the window of 2025-2040. However, due to the rapid growth in the community and surrounding areas, staff recommends requesting TRIP funds sooner, in efforts to advance this project's timeline.

In addition, the County would request that the PD&E include the portion of SR 297 (Pine Forest Road) from SR 10 (Nine Mile Road) to CR 297A for formal evaluation and recommendation.

If approved for TRIP funding, a formal TRIP Agreement detailing the project, funding contributions, terms, etc., would be executed between the County and FDOT prior to project commencement. Execution of this TRIP Agreement does not bind the County to any additional project phases outside of the PD&E Major Update.

County Public Works staff will prepare the package and submit to FDOT District 3, through approval of the Northwest Florida Regional Transportation Planning Organization, and will then coordinate with FDOT District 3 and TPO Staff.
