| RECOMMENDATION: |
Recommendation Concerning a Contract Award for Design Services for County Road 453 (North "W" Street) Sidewalk Project - Claudia Simmons, Manager, Office of Purchasing
That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County and Municipal Engineering Services, Inc., per the terms and conditions of PD 16-17.003, Design Services for CR 453 (North "W" Street) Sidewalk Project, for a lump sum of $28,860 and Optional Services for $7,720, for a combined total of $36,580.

| BACKGROUND: |
The Escambia County Public Works Department, Engineering Division requests that construction plans be developed for the installation of sidewalks and drainage improvements along CR 453 (N. W Street) from Navy Boulevard to Buddy's Lane in Pensacola, Florida. Provide A&E services to design construction plans, bid documents, bid assistance, and limited project construction oversight for sidewalks along ‘W’ Street.
It is the intent of the County to provide safe and adequate sidewalks for pedestrian traffic on ‘W’ Street. All design features shall comply with the current ADA Standards, FDOT Design and Construction Standards, Public Right of Way Accessibility Guidelines (PROWAG), FDOT Transits Facilities guidelines, and Escambia County guidelines. The length of the project is approximately 0.34 miles.
Requests for Letters of Interest, PD 16-17.003, Design Services for CR 453 (N. W Street) Sidewalk Project, were publicly noticed in the Pensacola News Journal on Monday, October 31, 2016. In addition to being sent to one hundred sixty nine firms directly via the GFS email system. Responses were received from six firms on Tuesday, November 29, 2016. Discussions were held with three firms on Wednesday, December 14, 2016. The selection committee ranked the firms in the following order:
- Municipal Engineering Services, Inc.
- Volkert, Inc.
- Thompson Engineering, Inc.
Municipal Engineering Services, Inc, provided their initial fee proposal dated, December 28, 2016, based on the scope of work in the solicitation as a lump sum amount of $ 40,100. Negotiations were held with Municipal Engineering Services, Inc., on Wednesday, February 01, 2017 and Thursday February 02, 2017 resulting with a final negotiated total fee for Basic Services $28,860, and Optional Services for $7,720, for a combined total of $36,580. |

This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts.
