RECOMMENDATION:
Recommendation Concerning the State of Florida Department of Transportation Local Agency Program Agreement between the Florida Department of Transportation and Escambia County, Florida, for Massachusetts Avenue Sidewalks and Pedestrian Upgrades Project - Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action concerning the State of Florida Department of Transportation Local Agency Program (LAP) Agreement between the State of Florida Department of Transportation and Escambia County, Florida, for the design of drainage improvements and sidewalks along Massachusetts Avenue from Hollywood Avenue to Mobile Highway:

A. Approve the State of Florida Department of Transportation Local Agency Program Agreement between the State of Florida Department of Transportation and Escambia County, Florida, for the Massachusetts Avenue Sidewalks and Pedestrian Upgrades Project; and

B. Adopt a Resolution authorizing the Chairman to sign the Local Agency Program Agreement.

BACKGROUND:
Escambia County (hereinafter referred to as the County) and the Florida Department of Transportation (hereinafter referred to as the Department) desire to enter into a Local Agency Program (LAP) Agreement regarding $73,000 in funding for the design of drainage improvements and sidewalks along Massachusetts Avenue from Hollywood Avenue to Mobile Highway.

The Board has authorized staff to submit this project to the Department for funding through the Transportation Alternatives Program since 2014. It has been selected this year to be funded for the design phase. It is estimated that $211,000 will cover all of the design costs, with the Department's participation a maximum of $73,000. Design is expected to be completed in December 2017.

A separate submittal for construction funding will be submitted to the Department when funding becomes available. 
BUDGETARY IMPACT:
The Department will reimburse the County $73,000 for expenses related to the design of this project. A supplemental budget amendment will be prepared by the Office of Management and Budget to recognize the funding for the LAP Agreement. The County will be responsible for the remaining cost of the design.

Funds are available in Fund 352, "LOST III."
LEGAL CONSIDERATIONS/SIGN-OFF:
Kristin Hual, Assistant County Attorney, has reviewed and signed off on the Agreement and the Resolution.
PERSONNEL:
No new personnel will be required.
POLICY/REQUIREMENT FOR BOARD ACTION:
N/A
IMPLEMENTATION/COORDINATION:
County Public Works staff will coordinate with Department staff during procurement of design contracts.
