RECOMMENDATION:
Recommendation Concerning a Resolution for the Cantonment Neighborhood Crime Prevention Program - Tonya Gant, Neighborhood & Human Services Department Director

That the Board take the following action concerning a Resolution for the Cantonment Neighborhood Crime Prevention Program:

A. Adopt a Resolution of the Board of County Commissioners of Escambia County,  Florida, supporting and establishing a Crime Prevention Program for neighborhood safety for the Cantonment neighborhood; providing for an effective date; and

B. Authorize the Chairman to sign the Resolution and any related documents necessary to implement the program.

BACKGROUND:
The Crime Prevention Program for neighborhood safety was established to help Escambia County neighborhoods address issues which relates to decline in physical quality, social quality, and general livability in their neighborhood. Neighborhood safety resources are available through crime prevention projects, neighborhood clean-ups, site cleanup, neighborhood newsletters or flyers. The Crime Prevention Program works closely with neighborhood watch/association groups in the area to promote neighborhood safety and projects which relate to crime prevention.

The Escambia County Board of County Commissioners previously established crime prevention programs for neighborhood safety for Mayfair/Oakcrest, Lincoln Park, Ensley, Myrtle Grove, Wedgewood/Rolling Hills, Avondale, East Crescent Lake, Atwood/Northcross, Montclair, and Carriage Hills neighborhoods. The Cantonment neighborhood has been identified as an area that would benefit from a similar program.

Fines and/or fees collected pursuant to S.S. 775.083(2), Florida Statutes, provide a revenue source for the County Restricted Fund 101(Revenue Account: 348532). These funds must be accounted for separately as crime prevention funds and may be expended for crime prevention programs within the County. A copy of the Cantonment Neighborhood map is attached.
BUDGETARY IMPACT:

Funding for the Crime Prevention Program and related enforcement activities shall be from fines and /or fees collected and eligibility under S.S. 775.083(2), Florida Statutes, utilizing Fund 101, Cost Center 370104.

LEGAL CONSIDERATIONS/SIGN-OFF:

The Resolution has been reviewed and approved as to form and legal sufficiency by Kristin Hual, Assistant County Attorney.

PERSONNEL:

Neighborhood and Human Services Department/Community Redevelopment Agency (NHS/CRA) staff will handle this program.

POLICY/REQUIREMENT FOR BOARD ACTION:
Board approval is required for disbursement of funds and to implement the Neighborhood Crime Prevention Program.
IMPLEMENTATION/COORDINATION:
The NHS/CRA staff will work with residents to establish a Crime Prevention Program plan for neighborhood safety. The NHS/CRA staff will coordinate with Escambia County Environmental Code Enforcement and Escambia County Sheriff’s Office.
