Recommendation Concerning the Surplus and Sale of 21 County-Owned Parcels of Real Property Located on Innerarity Island - Stephan Hall, Budget Manager, Management and Budget Services

That the Board take the following action concerning the surplus and sale of 21 County-owned parcels of real property located on Innerarity Island:

B. Authorize the sale of these properties to the bidder with the highest offer received at or above the minimum bid amounts listed above;

C. Authorize staff to use an online real estate auction company to market and sell these properties; and

D. Authorize the County Attorney's Office to prepare and the Chairman to sign all documents necessary to complete the sale of these properties, without further action of the Board.
BACKGROUND:
The County inherited 119 parcels of real property on Innerarity Island as part of a settlement agreement.  The Board at its February 2, 2017 meeting agreed to put in place a Municipal Services Benefit Unit (MSBU) as a funding source for water and sewer infrastructure for these properties.  Disposition of these parcels will be in phases, beginning with the outlier 21 parcels listed above.  In addition, there are 15 interior parcels that will be held for conservation, as shown on the attached map.
BUDGETARY IMPACT:
Sale of these properties will generate revenue to be placed in the IIDC account and will be used to offset the cost of the MSBU for the sewer and water system development (Fund 101, CC: 110210).
LEGAL CONSIDERATIONS/SIGN-OFF:
All legal documents will be approved as to form and legal sufficiency by the County Attorney's Office prior to execution by the Chairman.  The purchaser will pay all closing costs.
