Recommendation Concerning a Change in Library Service Days and Hours Open to the Public - Todd J. Humble, Library Services Director

That the Board approve a change in the service days and hours the Westside Branch Library is open to the public and the addition of hours at the Brownsville Community Center Library. This change will allow nine more public service hours per week at no additional expense to the County.

BACKGROUND:

Currently no library locations open before 10:00 a.m. Additionally, the Century Branch Library and the Genealogy Branch Library are the only locations open after 4:00 p.m. on Fridays.

Due to the large attendance of sporting events that occur at Legion Field (1301 West Gregory Street, Pensacola), on the weekends there is almost no utilization of this library location on Saturdays. Library Services is requesting to increase access during the week while eliminating the underutilized Saturday hours. Five additional public service hours are included in this proposed change at the Westside Branch Library. Although an additional five hours of Security Guard Service will be required at the Westside Branch Library, one day of Janitorial service can be eliminated.

Library Administration (Director, Division Manager, and Director’s Aide) having personally worked this location in recent months and have observed fewer than 10 people utilizing the library during the youth sporting event times on Saturdays.

Currently, the library has been providing public service hours at the Brownsville Community Center Library Resource Area on Saturdays and seek formal approval. Storytime, a STEAM activity, delivery of requested library materials, and access to the computer lab are the services offered from 9:00 a.m - 1:00 p.m. The hours provided are from staff that then leave Brownsville at 1:15 p.m., and report to the Pensacola Library to lead STEAM programs starting at 2:00 p.m.

Existing Public Service Hours at the Westside Branch Library:
Monday through Thursday      11:00 a.m. - 7:00 p.m.
Friday                                      11:00 a.m. - 4:00 p.m.
Saturday                                  10:00 a.m. - 3:00 p.m.

Proposed Public Service Hours at the Westside Branch Library:
Monday through Thursday      9:00 a.m. - 7:00 p.m.
Friday                                      11:00 a.m. - 6:00 p.m.

Proposed Public Service Hours at the Brownsville Community Center Library:
Saturday                                9:00 a.m. - 1:00 p.m.

LEGAL CONSIDERATIONS/SIGN-OFF:

N/A

PERSONNEL:

No increase or decrease in staffing will be required. Staff duties will be completed during operating hours rather than prior to opening; thus no additional expenses will be incurred to achieve this improved service.

POLICY/REQUIREMENT FOR BOARD ACTION:

Approve change to library public service hours of operation.
