RECOMMENDATION:

Recommendation Concerning the Clinical Externship Education Affiliation Agreement between Escambia County and Fortis Institute - John Dosh, Interim Public Safety Department Director

That the Board take the following action regarding the Clinical Externship Education Affiliation Agreement between Escambia County and the Fortis Institute for the provision of allowing emergency medical billing students to participate in health care educational activities utilizing the County's EMS Billing facilities:

A. Approve the Clinical Externship Education Affiliation Agreement with the Fortis Institute, Pensacola, Florida, to allow medical billing students to receive billing experience under the auspices of Escambia County Public Safety Department commencing the effective date of the Agreement until terminated by either party; and

B. Authorize the County Administrator to execute the Agreement.

BACKGROUND:

Through the Agreement, Public Safety will allow students to train for a period of three months within the EMS Billing Department. This will give students hands-on experience with EMS billing and medical coding. The EMS Billing Manager will provide student evaluations of their clinical growth and competence during the externship.

LEGAL CONSIDERATIONS/SIGN-OFF:

The Clinical Externship Education Affiliation Agreement has been reviewed and approved for legal sufficiency by Kristin Hual, Senior Assistant County Attorney.

POLICY/REQUIREMENT FOR BOARD ACTION:

Board Policy requires Board approval of all Agreements.

IMPLEMENTATION/COORDINATION:

Upon BCC approval and proper execution, Shandra Jenkins, EMS Billing Manager, will oversee implementation of the Agreement and will work in close cooperation with Fortis Institute.
