RECOMMENDATION:
Recommendation Concerning the US Department of Transportation - Better Utilizing Investments to Leverage Development  Grant Applications for Escambia County, Florida - Joy Jones, P.E, Engineering Department Director

That the Board take the following action regarding the proposed US Department of Transportation - Better Utilizing Investments to Leverage Development (BUILD) Grant Applications: 

A. Approve submittal of four Applications for US Department of Transportation BUILD grant funds to include the following projects:

1. Construct two at-grade round-a-bouts with three pedestrian underpasses at Via DeLuna/Fort Pickens Intersection and the Casino Beach parking lot entrance (District 4) - Match: Fund 353, LOST IV;

2. Provide an expansion of Longleaf Drive from 2 to 4 lanes (Pine Forest Road to Kemp Road) with a new bridge east of Wymart Road and enhanced pedestrian and bicycle facilities (Districts 1 & 3) - Match: Fund 352, LOST III;

3. Kingsfield Road extension project (District 5) - Match: Fund 352, LOST III; and

4. Northend County Bridge Replacement Package (District 5) - no local match required; and



B. Authorize the Chairman or Vice Chairman to sign the BUILD Grant Applications, the Resolution, and any subsequent documents that may be needed for proper submission once the Applications are completed.

[Funding:  A 20% local funding match is required for projects 1-3.  No local match is required for the rural bridge project.)

BACKGROUND:
The BUILD program enables the US Department of Transportation to use a rigorous merit-based process to select projects with exceptional benefits, explore ways to deliver projects faster and save on construction costs, and make needed investments in our Nation's infrastructure.  Build Grants can provide project funding that ranges between $5 million and $25 million per project.  The FY 2019 funding level for the BUILD Grant is $900 million.

Engineering staff selected specific projects based on need, financial commitment, economic and safety benefits to the County and region. The proposed projects would allow for the construction of needed infrastructure for responsibly developing county facilities to better serve our citizens. Staff is preparing the applications and will receive the appropriate signatures prior to submitting. The deadline for submittal is July 15, 2019.
BUDGETARY IMPACT:
For projects 1-3, a local funding match of 20% is required. The esimated funding match is as follows:

1) Round-A-Bouts on Pensacola Beach   Project Cost = $11,300,000   20% local share would be $2,260,000, Match: Fund 353, LOST IV, Cost Center 210106, Project #18EN0224;

2) Long Leaf Drive   Project Cost = $13,000,000   20% local share would be $2,600,000, Match: Fund 352, LOST III, Cost Center 210107, Project #08EN0078;

3) Kingfield Drive Extension   Project Cost = 13,000,000  20% local share would be $2,600,000, Match: Fund 352, LOST III, Cost Center 210107, Project #11EN1405; and

4) North County Bridges - No local matching funds are required.

IMPLEMENTATION/COORDINATION:
Upon Board approval and appropriate signatures of the BUILD project applications, Engineering Department staff will transmit the applications to US Department of Transportation through Grants.gov.  This will be done prior to the submittal deadline date of July 15, 2019.
