RECOMMENDATION:
Recommendation Concerning an Interlocal Agreement Relating to the Funding of the Escambia-Pensacola Human Relations Commission.

That the Board take the following action regarding the Interlocal Agreement between the Escambia County Board of County Commissioners and the City of Pensacola relating to the funding of the Escambia-Pensacola Human Relations Commission:

A.  Approve the Interlocal Agreement with the City of Pensacola relating to the funding of the Escambia-Pensacola Human Relations Commission; and

B.  Authorize the Chairman to execute the Interlocal Agreement.

BACKGROUND:
The Escambia-Pensacola Human Relations Commission (EPHRC) was created by Interlocal Agreement by and between Escambia County, Florida and the City of Pensacola. The purpose of the EPHRC is to provide the community with local assistance to review and resolve employment and fair housing discrimination complaints and improve community relations for all persons in Escambia County.

On March 7, 2019, the Board enacted Ordinance 2019-13 to establish the EPHRC by ordinance. The ordinance defines the composition, duties and powers of the Commission for the purpose of continuing to provide the community with local assistance to review and resolve employment and fair housing discrimination complaints and improve community relations in Escambia County.

The proposed Interlocal Agreement will supersede the terms of the Interlocal Agreement between the City and the County, dated September 15, 2005. As provided in the proposed agreement, each fiscal year (October 1 - September 30), the County and City agree to contribute funding for the operation of the EPHRC. The EPHRC's annual budget shall be subject to the approval of the Escambia County Board of County Commissioners and the City of Pensacola City Council.

As of March 31, 2019, budgeted funding allocations for the EPHRC will be exhausted. Effective April 1, 2019, the operation of the EPHRC was suspended for a period of thirty (30) days to allow for a restructuring of the organization. Before the EPHRC may resume operations, the Board of County Commissioners must appoint by a majority vote one member of the BCC to serve on the EPHRC and four additional members to serve on the EPHRC. The City Council must appoint by a majority vote one member of the Council to serve on the EPHRC and three additional members to serve on the EPHRC.
