RECOMMENDATION:
Recommendation Concerning Contract Award for Local Agency Program Agreement Bauer Road Paved Shoulders- Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board Approve and authorize the Interim County Administrator to sign the Agreement between Escambia County, Florida and Panhandle Grading and Paving, Inc. per the terms and conditions of PD 17-18.044, Local Agency Program Agreement Bauer Road Paved Shoulders, FPID: 437085-1-58-01, Federal-Aid Project Number: 9044-034-C, in the amount of $443,969.60.

BACKGROUND:
The Bauer Road Shoulder Widening project will primarily consist of the addition of a 5’ paved shoulder on the east and west sides of Bauer Road from Gulf Beach Highway to the south approach of the FDOT bridge for a length of approximately .5 miles. The project will also include the installation of curb cut ramps at Gulf Beach Highway, shoulder grading and sodding for the length of the project, minor utility adjustments and modifications to existing side streets and driveways to tie into the newly constructed paved shoulder.
 
Funding for this project is as follows:

FDOT LAP                    $382,079.00
LOST III                        $  61,890.60
                    TOTAL      $ 443,969.60

The The legal advertisement for this "Invitation to Bid" was advertised in the Pensacola News Journal on September 24, 2018 and October 1, 2018.  A non-mandatory pre-solicitation conference was held on October 9, 2018.  Four firms were represented at that meeting.  Bids were received from four contractors on October 29, 2018.  Panhandle Grading and Paving, Inc. is the lowest most responsive and responsible bidder.

This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard Form of Contract Form D: Road/Drainage and Purchase Order.
