RECOMMENDATION:
Recommendation Concerning Issuance of  Purchase Order to Security Engineering, Inc., to Replace and Enhance the Video Management Systems at the M.C. Blanchard Judicial Building and the Theodore Bruno Juvenile Justice Center - Will Moore, Chief Deputy Court Administrator 

That the Board authorize Escambia County to issue a Purchase Order in the amount of $74,980.35, for Fiscal Year 2018-2019, for the Office of Court Administration, to Security Engineering, Inc., to replace and enhance the current Video Surveillance Management Systems at the M.C. Blanchard Judicial Building and the Theodore Bruno Juvenile Justice Center. The upgrade is necessary in order to maintain a high level of security for the judiciary, staff, and public which utilize these facilities.

This will not impact the General Revenue Fund.

BACKGROUND:
The M.C. Blanchard Judicial Building Video Management System routinely fails to the point where the operators are not capable of safely monitoring the activity within the court facility. The M.C. Blanchard Judicial Building averages 1300 visitors per day and an additional 500 employees and 200 detainees at any given point. It is imperative the security operators maintain the capabilities of effectively surveilling all of the activity in the facility to ensure the safety of the visitors, employees, and detainees. The system has reached the point where it has become more costly to repair the equipment and maintain the operating system on a day to day basis. The Juvenile Justice Center's Video Management System has not been updated since the facility was constructed in 2008. The system has now reached the point where it is also failing on a routine bases and is not cost effective from a maintenance perspective. 
BUDGETARY IMPACT:
This will not impact the General Revenue Fund. 

The total cost for the system upgrade is $74,980.35. The cost to upgrade the M.C. Blanchard Judicial Building is $42,060.95, and the cost to upgrade the Theodore Bruno Juvenile Justice Center is $32,919.40.
