RECOMMENDATION:
Recommendation Concerning the Contract Award for the Blueberry Lane Dirt Road Paving Project - Paul Nobles, Purchasing Manager, Office of Purchasing.

That the Board approve and authorize the Interim County Administrator to sign the Agreement between Escambia County, Florida, and Panhandle Grading and Paving, Inc., per the terms and conditions of PD 18-19.028, Blueberry Lane Dirt Road Paving, in the amount of $683,331.

BACKGROUND:
Barrineau Park School to the South End: 

This project consists of the paving of approximately 4,230 LF of dirt road located in District 5. The existing dirt road runs east off Barrineau Park School Rd, makes a 90 turn to the south and terminates at the proposed cul-de-sac. Included in this project is the installation of grass swales, crossover pipes, inlets, curb and gutter, signs, sub-base, base, asphalt and all incidentals associated with the improvements being constructed. The contract time for this project will be 180 days substantial construction and 30 days for for fully complete for a total of 210 days.

The solicitation was advertised in the Pensacola News Journal on February 21 and 28, 2019.  A Non-Mandatory Pre-bid meeting was held on March 7, 2019. Five firms attended the Pre-Bid meeting.  Panhandle Grading and Paving, Inc. was the lowest and most responsive bidder.

LEGAL CONSIDERATIONS/SIGN-OFF:
The Agreement is the Standard Form "D" Construction Agreement.
PERSONNEL:
All work associated with this recommendation was done in-house and no additional staff was required.
POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 45, Finance, Article II Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard Form of Contract Form D: Road/Drainage and Purchase Order.
