RECOMMENDATION:
Recommendation Concerning the Contract Award for the Lake Charlene Sediment Catchment Project - Paul Nobles, Purchasing Manager, Office of Purchasing.

That the Board approve and authorize the Interim County Administrator to sign the Agreement between Escambia County, Florida and Utility Services Company, Inc., per the terms and conditions of PD 18-19.022, Lake Charlene Sediment Catchment, in the amount of  $296,043.87.

BACKGROUND:
The Lake Charlene Sediment Catchment Project is to enhance existing stormwater infrastructure for the purpose of improving water quality within the Lake Charlene watershed located in District 2. The project location will be in the three-way intersection of Clydesdale Drive, South 69th Avenue, and Lake Charlene Drive in the Bridle Trail Estates neighborhood. The project includes retrofitting an existing stormwater drain pipe within the Lake Charlene watershed with a CDS® Stormwater Treatment unit by Contech® Engineered Solutions, along with a baffle box for flow diversion to the unit. Upon installation of the stormwater treatment unit and baffle box, the excavated roadway and curb and gutter will be repaired/replaced, permanent traffic striping installed, and permanent vegetation installed in all disturbed project areas.

The solicitation was advertised in the Pensacola News Journal on February 21, 2019. A Mandatory Pre-Bid Meeting was held on March 6, 2019. Six (6) firma attended the Pre-bid meeting.  Utility Services Company was the lowest and most responsive bidder.
 
BUDGETARY IMPACT:
Funding: Fund 352 LOST III, Cost Center 210107, Object Code 56301 - Total $ 296,043.87
LEGAL CONSIDERATIONS/SIGN-OFF:
The Agreement is the Standard Form "D" Construction Agreement.
PERSONNEL:
All work associated with this recommendation was done in-house and no additional staff was required.
POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 45, Finance, Article II Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard Form of Contract Form D: Road/Drainage and Purchase Order.
