| RECOMMENDATION: |
Recommendation Concerning Contract Award for PD 17-18.032, Local Agency Program Design Services for Dawson Road Over Pritchett Mill Creek Bridge (484046) - Paul Nobles, Purchasing Manager, Office of Purchasing
That the Board take the following action:
A. Rescind the Agreement approved by the Board on February 21, 2019, (CAR II-11, AI-15640; 2019-000251 BCC), Local Agency Program (LAP) Design Services for Dawson Road Over Pritchett Mill Creek Bridge (484046); and
B. Approve and authorize the Interim County Administrator to sign the Agreement between Escambia County and Mott MacDonald Florida, LLC, per the terms and conditions of PD 17-18.032, Dawson Road Over Pritchett Mill Creek Bridge (484046), a Florida Department of Transportation (FDOT) Local Agency Program (LAP) with a FPN: 432287-1-38-01, and Federal No. (FAIN): D317-051-B, for an amount not to exceed $509,387.78.

| BACKGROUND: |
The scope of this project will include survey, mapping, design, permitting, geotechnical efforts, and preparation of construction plans and specifications for the replacement of the existing timber bridge. Dawson Road is in the Bluff Springs community of Escambia County, between Bluff Springs Road and Highway 29, in District 5. The location coordinates are 30.9305N, 87.2823W. The project limits will extend to the ends of the guardrail or as required for constructing the bridge. The overall project length is approximately 0.04 miles.
A Request for Letters of Interest, PD 17-18.032, RLI LAP Design Services for Dawson Road Over Pritchett Mill Creek Bridge (484046) FPN: 432287-1-38-01, Federal No. (FAIN) D317-051-B was publicly noticed in the Pensacola News Journal and to 257 known firms on August 6, 2018. Responses were received from four firms on August 21, 2018.
The Selection/Negotiation Committee ranked the firms in the following order:
1. Mott MacDonald Florida, LLC
2. Volkert, Inc.
3. American Consulting Engineers of Florida, LLC
4. Baskerville-Donovan, Inc.
Three negotiation meetings were held with Mott MacDonald Florida, LLC and the Final and Best Offer was established on December 5, 2018, with a not to exceed amount of $509,387.78.
This recommendation corrects a scribners error in the agreement. The amount should have been $509,387.78 not $524,122.20 as included in the agreement. |
