RECOMMENDATION:
9:15 a.m. - A Public Hearing Concerning the Renewal of a Recycling Permit for an Asphalt/Concrete Crushing Recycling and Processing Facility located at 2390 Longleaf Drive, Pensacola, FL, Sunbelt Crushing, LLC ("Sunbelt")

That the Board of County Commissioners (BCC) review and approve, modify, or deny the renewal of a Recycling Permit for an existing asphalt/concrete crushing recycling and processing facility located at 2390 Longleaf Drive, Pensacola, FL, owned by Sunbelt Crushing, LLC ("Sunbelt").
BACKGROUND:
On April 7, 2016, the Escambia County Board of Commissioners (BCC) issued a recycling permit to Sunbelt Crushing, LLC (“Sunbelt”), a pre-existing crushing/recycling facility located at 2390 Longleaf Drive in Pensacola, Florida. The 2016 Initial Permit is attached as Exhibit A. 

Pursuant to the conditions of Permit #PSP15000136 and the Escambia County Code governing the permit, on March 27, 2017, Sunbelt applied for and was granted a 180-day extension to allow the parties time to complete the renewal application and public participation process. The 2017 Extension Permit is attached as Exhibit B.

Pursuant to the terms and conditions of the Permit and County regulations and the applicant’s compliance therewith, the permittee was granted the requested renewal.  The 2017 Renewal Permit is attached as Exhibit C.


On August 27, 2018, prior to the expiration of the 2017 Renewal Permit and as required by the Code, the permittee was again granted a 180-day extension to allow the parties to complete the renewal application and public participation process. This 2018 Extension Permit is scheduled to expire on May 1, 2019. The 2018 Extension Permit is attached as Exhibit D. 

To date, Sunbelt Crushing, LLC, has remained in substantial compliance with County permitting requirements. Further, the County Natural Resources Department has conducted periodic random air samplings for environmental impacts, none of which have exceeded the maximum allowed standards.

Additionally, Sunbelt Crushing, LLC, agreed to voluntarily include Best Management Practices to address the potential of fugitive silica dust as a special condition to its Permit. The inclusion of the additional Best Management Practices will serve to monitor and control any potential environmental impacts resulting from fugitive dust. Any violation of the terms and conditions of the Permit, including the County’s regulations governing the permit and the applicant’s Best Management Practices, may result in revocation of the Permit. 

The proposed 2019 Renewal Permit is attached as Exhibit E.
