RECOMMENDATION:
Recommendation Concerning the Acceptance of a Drainage Easement for South Old Corry Field Road - Joy Jones, P.E., Engineering Department Director

That the Board 
take the following action concerning the acceptance of the Drainage Easement (approximately 4,652 square feet), located at 901 South Old Corry Field Road, from The Area Housing Commission:

A. Accept the donation of a Drainage Easement, located at 901 South Old Corry Field Road, for drainage improvements;

B. Authorize the payment of documentary stamps considering the property is being donated for governmental use for drainage improvements, and the County benefits from the acceptance of this property, which enhances the safety and well-being of the citizens of Escambia County;

C. Authorize the payment of incidental expenditures associated with the recording of documents; and

D. Authorize the Chairman or Vice Chairman to accept the Easement on the day of delivery of the Easement to the Chairman or Vice Chairman, and authorize the Chairman or Vice Chairman to acknowledge the Board's acceptance at that time.

This property is located in Commission District 2.
BACKGROUND:
Escambia County needs to acquire a Drainage Easement from the Area Housing Commission for the South Old Corry Bridge project, which is currently under construction. During construction, it became apparent that the original design location for a drainage structure would not provide adequate clearance from an ECUA 12” force main and its connection with an adjacent lift station. Relocating the drainage structure to an area owned by the Area Housing Commission is the most cost-effective way to address this problem. This Drainage Easement will allow relocation of the drainage structure just off the right of way and will prevent a delay which would occur if the force main had to be relocated instead.   
BUDGETARY IMPACT:
Funds for incidental expenses associated with the recording of documents are available in an Engineering Escrow Account accessed by the Escambia County Clerk's Office.
LEGAL CONSIDERATIONS/SIGN-OFF:
The Drainage Easement has been approved as to form and legal sufficiency by Stephen West, Assistant County Attorney.
PERSONNEL:
All work associated with this request is being done in-house and no additional staff is required.
POLICY/REQUIREMENT FOR BOARD ACTION:
Upon Board approval, county staff will proceed in compliance with Section 46-139 of the Escambia County Code of Ordinances.
IMPLEMENTATION/COORDINATION:
Upon Board approval, staff will have the Drainage Easement recorded in the public records of Escambia County, Florida.
