RECOMMENDATION:
Recommendation Concerning the Application for Funding Assistance Regarding the Florida Department of Law Enforcement Justice Assistance Grant (JAG) County-wide Program to Support the After School Crime Prevention Project, in the Amount of $20,000 - Tonya Green, Director of Neighborhood &  Human Services

That the Board take the following action:

A. Approve the Application for Funding Assistance regarding the Florida Department of Law Enforcement Justice Assistance Grant (JAG) County-wide Program for the After School Crime Prevention Project, in the amount of $20,000;

B. Authorize the Chairman to sign the Application; and

C. Authorize Alison Rogers, the County Attorney, to sign the JAG Program Certification of Compliance.

This Grant does not require matching funds.
BACKGROUND:
The After School Crime Prevention Project is an initiative that will be incorporated into the current youth programs (during the school term and the summer months) operated at the Brownsville Community Resource Center by the Department of Neighborhood & Human Services.  Youths who have absolutely nothing to do during the hours that they are out of school or until their parents get home from work who are not engaged in any type of activity are more likely to participate in elements that lead to destructive behaviors thus increasing juvenile delinquency in our community.  According to the Florida Department of Law Enforcement 1998-2017 Crime in Florida, Annual Crime Report, the juvenile crime rate increased in Escambia County by 12.11%.

This project will provide social and emotional development, will use project-based learning educational tools to help boost academic success, help the development of coping and problem-solving skills, confidence building to increase positive critical thinking to make healthly life decisions for the program participants in elementary through high school in Escambia County.

The requested amount of the grant, $20,000, will offset a portion of the cost of the purchased indoor/outdoor surveillance camera system, in the amount of $38,626 that was installed at the 32,948 square foot Brownsville Community Resource Center in 2017.  This system provides a protective layer for program participants and staff to improve overall safety conditions, indoors as well as the ouside perimeter, including the parking areas and playground.  The $20,000 will be utilized to fund educational materials (i.e. educational software, workbooks, STEAM project supplies, school supplies, criminal background screening for volunteers and educational tuturial programs) and program equipment (i.e. TV, projectors) that was not included in the program's operational fiscal year's budget to provide this crime prevention project piece with enhancements and upgrades to services to the existing programs.
BUDGETARY IMPACT:
The funds from this grant will reimburse funds that were used to purchase and install a surveillance camera system at the location where the After School Crime Prevention Project is housed and operated. 

There is no local match required for this grant.

This Application for Funding Assistance was reviewed by Kristin Hual, Senior Assistant County Attorney, and deemed legally sufficient.
