RECOMMENDATION:
Recommendation Concerning Issuance of a Purchase Order to Refresh the Current Server Hardware for the Court's Electronic Filing System - Will Moore, Chief Deputy Court Administrator

That the Board authorize Escambia County to piggyback off of the State Contract #43211500-WSCA-15-ACS, for the issuance of a Purchase Order, in the amount of $220,312.47, for Fiscal Year 2018-2019, for the Office of Court Administration, to Technology Integration Group (TIG), Vendor Number 150525, to refresh the current server hardware for the court’s electronic filing system. This system allows the judges to view and manage their court files electronically. Judges are able to electronically review and search court cases, transmit documents to the clerk, work remotely, digitally sign orders, and e-file.

BACKGROUND:
In 2009, the Florida Legislature mandated electronic filing of court documents.  The electronic filing requirement first went into effect for the Supreme Court and District Court of Appeals on October 1, 2012.  The requirement for the Trial Courts went into effect a year later on October 1, 2013.  Electronic filing granted the Clerk of Court the opportunity to go paperless, save resources, funds, staff time, and increasing efficiency.   With this electronic advancement, it required the Courts to have some electronic means to manage, retrieve, view, and edit electronic court documents. 

In 2014, the Courts selected a software program to manage their electronic documents, and then purchased and installed server hardware from the vendor Technology Integration Group (TIG) to operate the program.   The original server hardware has now reached end of life and a server hardware refresh is required to maintain court operations.   The vendor Technology Integration Group (TIG) installed and maintains the existing server hardware and has specific system knowledge that would make this refresh project more efficient and economical.

Upon approval by the Board, Court Administration will submit a purchase requisition to the Purchasing Department for issuance of the Purchase Order.  Coordination and implementation of tasks will be provided between Court Technology and TIG.
