RECOMMENDATION:
Recommendation Concerning the Purchase of Four Vehicles for Public Works - Waste Services Department  - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board take the following action:

A. Authorize the County to utilize the following contracts in accordance with the Escambia County, Florida Code of Ordinances, Chapter 46, Article II, Section 46-44, Application; exemptions; and Section 46-64, Board approval:

1. Sourcewell (formerly NJPA) Contract #122017-FSC, for the purchase of a 2019 Elgin Broom Badger Mechanical Broom Street Sweeper, Solicitation VE 18-19.002;

2. Sourcewell Contract #041217-PII, for the purchase of a 2019 Ford F-750 Diesel Grapple Truck, Solicitation VE 18-19.003; 

3. Sourcewell Contract #012418-ALT, for the purchase of Two LR760E70 Overcenter Articulating Aerial Device on a 2019 Freightliner M2-106 Regular Cab, 4x2 Drivetrain, Solicitation VE 18-19.004; and

B. Authorize the Acting County Administrator to execute all related documents and Purchase Orders in excess of $50,000, for the Public Works - Waste Services Department for the following Purchase Orders:

1. Purchase Order to Sansom Equipment Company, in the amount of $193,797, according to the specifications outlined in Solicitation VE 18-19.002;

2. Purchase Order to Petersen Industries, in the amount of $130,241.16, according to the specifications outlined in Solicitation VE 18-19.003; and

3. Purchase Order to Altec Industries, Inc., in the amount of $349,176 ($174.0588 per unit), according to the specifications outlined in Solicitation VE 18-19.004.

In an effort to encourage competition for local businesses, and in compliance with Board-adopted policy, these vehicle purchases were advertised on the Escambia County web site for 30 days.  No responses were received from local vendors.

BACKGROUND:

The Waste Services Department would like to add the following vehicles to their Fleet to replace aging equipment that is beyond cost effective to repair. Bucket Trucks are utilized nearly seven days per week.  Truck #48247 (2000 model) and #55921 (2004 model) are being replaced because the trucks are very expensive to operate and are nearing the point where we can not get them re-certified to use.  Aged vehicles of this nature are a huge safety issue for our personnel and the Citizens around our work areas. The replacements are Altec LR760E70 models, and are very similar to the ones we have now.  Sweeper #52823 (2004 model) Is in need of extensive repairs, yet most of the parts are obsolete and unavailable . The replacement is a Elgin Broom Badger. The second Sweeper is out of service and unrepairable due to the heavy salt exposure at Perdido Key and Pensacola Beach.  We also have grapple truck #49201 (2001 model)  that is beyond the point of being cost effective to repair.  The Public Works - Waste Services Department would like to replace it with a Peterson Grapple Truck to help with the added trash pickup crews and the increased Waste handling throughout the county.

In accordance with Board Policy adopted on September 16, 2013 regarding the posting of pending vehicle and equipment purchases sourced from State of Florida Contracts, Federal Schedules or other Purchasing Cooperative contracts sanctioned for use by Escambia County, Florida Board of County Commissioners to allow for local vendors to make offers that meet or beat the stated purchase price, specifications for VE 18-19.002, VE 18-19.003, and VE 18-19.004.  Waste Services Department Vehicle Purchase were posted beginning November 02, 2018 for a period of thirty days.  No quotes were received for these postings.

This recommendation is in compliance with the Code of Ordinances of Escambia County, Florida 1999, Chapter 46, Finance, Article II, Section 46-44, Application; exemptions; and Section 46-64, Board approval, and Award a Purchase Order.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Purchase Orders.
