RECOMMENDATION:

Recommendation Concerning an Appointment to the Escambia County Contractor Competency Board - Tim Tolbert, Building Official/Department Director

That the Board appoint one of the following individuals to serve in the Architect/Engineer position, for a three-year term, effective retroactively October 1, 2018, through September 30, 2021:

A. Gregory F. Stanley - Engineer, International Paper Company; or

B. John R. Oglesby - Structural Engineer, John R. Oglesby, P.E.

This vacancy on the Escambia County Contractor Competency Board comes as the result of the resignation of previously newly appointed member, Joel Cotton.

BACKGROUND:

The Escambia County Contractor Competency Board was established to accept contractor applications and oversee examinations for licensure as a contractor, issue certificates of competency for registered contractors, record certificates of competency, and issue renewals to those who qualify. The Board also investigates violations of Chapter 18, Escambia County Code of Ordinances and/or Chapter 489, Florida Statutes, and upon due cause shown, takes appropriate disciplinary action as allowed by Ordinance and/or Statute. Members serve a three-year term and those whose terms have expired, may be reappointed to additional terms in accordance with Sec. 18-56, Escambia County Code of Ordinance and Board of County Commissioner Policy, Section I, Part B. 1(D), Appointment Policy and Procedures.

This recommendation was reviewed and approved for legal sufficiency by Kia Johnson, Assistant County Attorney.

POLICY/REQUIREMENT FOR BOARD ACTION:

This recommendation is in keeping with the goal of the Board of County Commissioners to protect the health, safety, and welfare of persons and property by requiring certification of individuals engaged in, or wishing to engage in, the business of contracting in Escambia County.
