RECOMMENDATION:
Recommendation Concerning a Contract Amendment to Fiscal Year 2018-2019 State Financial Assistance Recipient Agreement with the Florida Department of Agriculture and Consumer Services for the Mosquito Control Division - J. Taylor "Chips" Kirschenfeld, Director, Department of Natural Resources Management

That the Board approve and authorize the Chairman to sign the Contract Amendment to the Fiscal Year 2018-2019 State Financial Assistance Recipient Agreement (Contract #025495) with the Florida Department of Agriculture and Consumer Services (FDACS), Division of Administration, for the Mosquito Control Division, which amends the not-to-exceed amount FDACS will pay from $31,438.24 to $34,480.64.

BACKGROUND:
At its regular meeting on October 4, 2018, the Board approved the FY 2018-2019 State Finanical Assistance Recipient Agreement (Contract #025495) with FDACS in the amount of $31,438.24. This amendment will increase the funding amount to $34,480.64.

Florida Statutes, Chapter 388, and Florida Administration Code, Chapter 5E-13, authorizes the Florida Department of Agriculture and Consumer Services to regulate and administer mosquito control throughout the State of Florida. Compliance with the annual State Financial Assistance Recipient Contract provides for Grant Funding to be distributed to the Escambia County Mosquito Control Division.
BUDGETARY IMPACT:
Fund 106, Mosquito and Arthropod Control, Cost Center 220703, M&A State One Funds. Amendment will increase contract amount from $31,438.24 to $34,480.64 for Fiscal Year 2018-2019.
LEGAL CONSIDERATIONS/SIGN-OFF:
The Amendment to FY 2018-2019 State Financial Assistance Recipient Contract #025495 for Mosquito Control was reviewed by Kristin Hual, Senior Assistant County Attorney, and found to be legally sufficient.
PERSONNEL:
No impact to personnel associated with this recommendation.
POLICY/REQUIREMENT FOR BOARD ACTION:
Board Policy II.B.8. This recommendation is consistent with the Board's goals and objectives for capitalizing on alternative revenue generation without increasing tax burden.
IMPLEMENTATION/COORDINATION:
The Mosquito Control Division management will ensure that Escambia County complies with the annual State Financial Assistance Recipient Contract #025495 and performs all required activities.
